Basically I want to stream audio from a website, a radio broadcast essentially. Ideally I would like to do it live, but also have the ability to pre-record a chunk and then have it stream during a certain time block.
Essentially I want people to tune into the site during a specific time block to listen to the broadcast, whether it's live or pre-recorded (I'd like the ability to do both).
Any info as to how I could go about this would be great.

I know with Winamp you can do something like this. I actually did a little DJing in my wee CS days. I know you can use winamp though. You'll be able to talk through the mic (live) and play shit on your winamp playlist (pre-recorded or music).
I bet if you google that you'll find something. I imagine it would be as easy as installing a little "server" install of winamp and clicking to host then linking people the playlist that points to your stream.

hmm, pretty much I just want to run a talk show for a few specific hours during the day, so I want people to tune in during that specific time block and just join in right in the middle of the broadcast if they miss the start.

FINALLY something I can speak intelligently about. I DJ in Second Life all the time and it's painfully easy to do. Get a copy of SAM Broadcaster and rent a Shoutcast server (maybe not what you wanted to hear). Then you give out the website address and they can open it in Winamp to listen to you spin toons and talk live on the mic. It costs money for the Shoutcast rental, but it doesn't kill your bandwidth and makes it hella clean and easy.

What if I wanted something to the extent of a listen now or listen live button on the website. Would I still go through winamp?

The Shoutcast server will play whatever you're streaming to it, so when you're live, you're live, but then you can stream prerecorded shows or whatever on your off hours and they can listen to that... whenever they listen tho, its going to be contemporaneously. Maybe I don't understand the question?
