nah, they fixed it. A little slow from time to time now, but not the horror show it was. zMailMod makes it more friendly as well.

I know there are abilities that add build time to your skills, if that is what you're referring to.
I've noticed that you can press an ability with the GCD at 1.0-1.5 seconds left and it will fire sometimes. I think it has to do with lag, probably client side and server side.
It feels like a buggy POS, sure, but I don't care. I mean shit, what can I complain about besides that? Just imagine what it is going to be like a couple years down the road. I think DAoC is more fun/rewarding than it ever was.
