I gotta agree with Jilena. The mid levels are fun as hell but I can see that because of the populations, 40 wont be that fun for a while.

Another tip. If you are running scenarios to level, stay in the lower scens for as long as you can. Once you level out of them you can't do them anymore and if you will eventually hate the higher level one even more than than the one before it.
